SEACOOS CDL for QC

What goes in the latest netCDF files ("partner-platform-package-latest.nc") for QC of wind and sst (and currents if we have time)

• convention name ?? SEACOOS-CDL-v3.0 = SEACOOS-v2.0 + SEACOOS-QC-v1.0
• pick tag overall flag (e.g. water_temperature_qcflag: high_level= 3,3,3, ...)
• pick tag for specific test flag (e.g. water_temperature_qcflag: low_level or stflag)
• pick low-flagging scheme (see QC Notes, Dec 2005)
• order of tests performed (required and/or recommended)
• define which specific tests contribute to (good, bad) aggregate qcflag
• document definitions of specific tests (two levels here, general and detailed plus all references)
• how to add or change file specifics of algorithms performed at later date
