Algorithms for QC Tests

What algorithms we use for specific tests that we flag in *latest.nc. The NDBC manual Handbook of Automated Data Quality Control Checks and Procedures of the National Buoy Data Center, Feb 2003, contains many of the algorithms to start this code sprint. However it is our intention to be able to add algorithms.

• Climatological range (narrowest and applied to specific time or geographic range).
